$1 silver certificate or "Black Eagle, issued by the United States Treasury, ca. 1911-1912

This silver certificate is part of the 1899 series issued from 1899-1923. On the front are pictures of Presidents Abraham Lincoln and Ulysses S. Grant.

It is signed by Register of the Treasury James Carroll Napier and Treasurer Thomas Lee "Bum" McClung.

James Carroll Napier was one of four African-American politicians appointed to government positions under President William Howard Taft. He served as Register from 1911 until 1913, when he resigned due to segregationist policies by incoming President Thomas Woodrow Wilson.
